DNV declares emergency; debris from Deep Cove creeks could pose life safety risk

District of North Vancouver has declared a state of local emergency for neighbourhoods east of Francis Creek accessed from or via Indian River Road and Panorama Drive, north of the 2500 block, in Deep Cove.

Three properties, two on Indian River Drive and one on Panorama Drive, have also been subject to a mandatory evacuation order.  Debris flows occurred on both Ostler and Panorama Creeks, during last weekend’s atmospheric river, filling the creek channels with debris and limiting their capacity to withstand future heavy rainfall events.

Our geotechnical consultants have advised that this extent of debris could pose a life safety risk to adjacent properties. As a result, and out of an abundance of caution, we have issued evacuation orders for those properties.

Evacuation alerts, orders, and states of local emergency can fluctuate during and after an event, particularly as more information becomes available.

The decision to declare a state of local emergency and a mandatory evacuation order is not taken lightly.

The residents of these properties are eligible to receive Emergency Support Services (ESS) to support the evacuation through the North Shore Emergency Management office (NSEM), should they request assistance with temporary relocation.
